Northside ISD Every Student Succeeds Act (ESSA)
ESSA Programs ESSA currently includes the following formula funded programs with services available to eligible private school students, teachers, and parents/guardians: o Title I, Part A – Improving Basic Programs* o Title I, Part C – Education of Migratory Children* o Title II, Part A – Supporting Effective Instruction o Title III, Part A – English Language Acquisition (ELA)* o Title IV, Part A – Student Support and Academic Enrichment Program * Student specific 4

Supplement, not Supplant All services provided through federal programs must be supplemental and NOT supplant existing programs or services. 8

Non-Negotiables Requests for Services Must Address: ● Purpose and intent of the specific grant program ● Must address needs identified on the Comprehensive Needs Assessment (CNA) o The CNA can be amended as necessary o Completed and submitted in May/June 2019 ● Must benefit the intended population 10
Title II, Part A, Title III, Part A , and Title IV, Part A Strings Attached REQUIRED FORMS WHEN TO SUBMIT Completed/Submitted ESSA May/June for upcoming school Year Needs Assessment Form Private Nonprofit School Professional Development (PD) must address needs specified in ESSA Expenditures Request Form Needs Assessment Must be submitted with every PD Request Conference Reflection Forms Must be emailed within one week after PD occurs (Title II , Title III, Title IV) TEA Out-of-State Travel All Requests must be submitted BEFORE the PD will occur AND at least Pre-Approval Form one month prior to the PD. Requests will be sent to the TEA for Approval. Approval requests for PD that will occur in the FALL semester must be received by October 31 st . Approval requests for PD that will occur in the SPRING semester must be 11 received by December 6 th .

Title I, Part A - Improving Basic Programs Operated by LEAs 13
Intent and Purpose ● To enable all children to achieve high standards and to master challenging standards in core academic subjects. ● To enable schools to provide opportunities for children served to acquire the knowledge and skills contained in the challenging State content standards (TEKS) and to meet the challenging State performance standards developed for all children (STAAR or End of Course Exams). 14
ESSA, Section 1117 Title I, Part A - Participation of Children Enrolled in Private Schools (ESSA, Section 1117) “Expenditures for educational services and other benefits to eligible private school children shall be equal to the proportion of funds allocated to the participating school attendance areas based on the number of children from low-income families who attend private schools.” 15

Title I, Part A Participation ● Northside ISD is consulting with private schools to determine how services will be administered. Private school students eligible to receive services must meet the following: 1. reside in a Title I public school attendance area 2. identified as being at risk of low academic achievement 18
Title I, Part A Services Services anticipated for Eligible Private School Students ● Instructional services (day tutors) ● Professional Development (secular) ● Parent and Family Engagement (activities for eligible families to support academic achievement) 19

Title II, Part A – Supporting Effective Instruction
Intent and Purpose The intent and purpose of the Title II, Part A, program is to provide financial assistance for the following: ● Increase student academic achievement through improving teacher and principal quality and increasing the number of effective teachers in classrooms and qualified principals and assistant principals in schools ● Hold districts and schools accountable for improving student academic achievement 22
Program Requirements Title II, Part A activities must be: ● based on a Comprehensive Needs Assessment (CNA) for professional development; ● aligned with curricula and programs tied to academic content and student academic performance standards; ● based on a review of scientifically-based research ; ● able to provide a substantial, measurable, and positive impact on student academic achievement; ● part of a broader strategy to eliminate the achievement gap between low-income and minority students and other students; and ● coordinated with other professional development activities provided through other federal, state, and local programs. 23
Who Is Eligible to Participate? ● Intended beneficiaries are: o Teachers o Principals, including assistant principals, and as appropriate supervisors of principals o Administrators o Specialized instructional support personnel o Paraprofessionals (who support classroom instruction) 24

Intent and Purpose Improve students’ academic achievement by increasing the capacity of states, local educational agencies, schools, and local communities to: ● Provide access to, and opportunities for, a well-rounded education for all students ● Improve school conditions for student learning in order to create a healthy and safe school environment ● Improve access to personalized learning experiences supported by technology and professional development for the effective use of data and technology. 27
