Slide 8 2005 Act 141 Highlights • Renewable Electricity - Applies to DOA, DOC, DVA, DPI, DHFS, and UW - DOA shall establish goals for agencies to ensure that 10% of annual electric energy is renewable by December 31 2007 and 20% by December 2011 • Energy Cost Reduction Plans – Each agency (above list) shall submit a plan to the department and joint committee on finance and standing committee (energy) a plan for the reduction of the cost of energy used by the agency by July 1 of each even year: – Include all system and equipment upgrades estimated to result in cost savings – Identify potential means of financing upgrades and installations

Slide 9 2005 Act 141 Highlights • Large Energy Customer Program - Appears to provide for large customers to administer separate energy efficiency programs and provides that large customers may deduct amount of funding from utility charges for utility developed energy efficiency and renewable programs

Slide 11 EO 145 Highlights • Energy Efficiency Goals - DOA in consultation with agencies to set goals for FY07, FY08, FY09 that target 10% reduction per square foot by FY08 and 20% reduction per square foot by FY10 • New Facilities - DOA work with Building Commission and Energy Center of Wisconsin so that facilities are constructed 30% more energy efficient than commercial code

Slide 12 EO 145 Highlights • DOA in consultation with state agencies work to ensure better oversight and management of energy purchasing • Sustainable Building Operation Guidelines – Develop and adopt sustainable building operation guidelines by October 2006, including benchmarking and annual reporting
