Comprehensive Empowerment Plan • Plan should outline: – how empowerment offerings were chosen – the relevancy to the population served – experience of the sponsor and/or service provider • Plan should address each 7 minimum requirements for each point initiative sought after (next slide) • Pick one initiative per category – Do not submit multiple options for us to decide which would qualify best for the category • The FHLBank reserves the right to disqualify empowerment initiatives that appear to be structured or proposed for the purpose of “gaining points.” 3

  4. 7 Minimum Requirements 1. Description of service to be offered and 5. Frequency, location, and transportation how it will be carried out options if not on-site. How services will be funded and cost to the residents. 2. Goals of the offering including expected outcome/benefit to residents 6. Detail how fulfillment of initiative will be verified at completion monitoring 3. Qualifications and experience of the sponsor and/or service provider 7. Plan signed by the sponsor and each service provider 4. Description of how the services being provided are unique to the project and differ from what is already available to the general public Pages 20-21 of 2019 Implementation Plan 4

  6. Employment Initiatives • Vocational/technical training • Resume building/interview techniques • Business etiquette • Job placement programs 6

  7. Educational Initiatives • GED/HSE preparation and testing • ESL or other reading literacy programs • Computer classes • Entrepreneurship programs • Scholarship programs 7

  8. Daycare Services or After School Programs • Licensed childcare facilities • After-school, weekend, evening and summer youth programs • Adult daycare services • Age appropriate child enrichment programs such as: organized learning structured play groups, scouting programs, 4-H activities 8

Homebuyer Pre-Purchase Counseling, OR Tenant Counseling with Financial Literacy Training • Member-provided financial classes • Credit repair/counseling • Budgeting/money management • Provision of matched savings programs • FAFSA student loan education and training • Assistance accessing benefits such as social security, disability, etc. 9

  14. Monitoring Evidence of Fulfillment Acceptable documentation may include, but is not limited to, a combination of the following: 1. Resident surveys indicating awareness/utilization of empowerment initiatives offered 2. Calendar, newsletter displaying schedule of empowerment initiatives 3. Sign-in sheets/attendance logs 4. Meeting minutes 5. Course or class curriculum/agenda/outline 6. Materials handed out to empowerment initiative attendees 7. Photos or such evidence relevant to demonstrate fulfillment 14

  15. Reminders Points will not be awarded if there is an overlap between empowerment and supportive services Simply providing a flyer or printout of the service provider’s website is not enough 15
