Generally ► EIM has interest in all areas of Shift2Rail; some higher than others ► EIM acknowledges the importance of Shift2Rail of its members being Founding Members ► EIM believes in the effect that Shift2Rail can have as to support further development and competitiveness of the rail sector ► EIM members have common objectives to ► Significantly improve performance and capacity ► Reduce cost of infrastructure maintenance and renewal costs ► Reduce energy and carbon useage 4 Shift2Rail should support these objectives…

Fulfilling objectives ► EIM members are seeking innovation to develop and meet their objectives ► Shift2Rail must follow a system approach and must deliver an integrated railway solution to be able to deliver the railway objectives. ► EIM supports the specification of the needs of the railways by the establishment of “Requirements and Implementation groups” involving the rail stakeholders. ► Shift2Rail will be aligned with the EIM Members needs and its Technical strategy 5

The draft strategic master plan ► Good starting point ► Open dialogue with stakeholders on potential content of Innovation Programmes and Activities (IPs) is necessary ► Final prioritization is for the founding members of the Joint Undertaking ► Development of projects should be market- and demand-driven. ► Regarding the specific IPs and their content: 6
Specifically: IP1 ► EIM generally supports the focus on cost-efficiency vis-à-vis the competitiveness of the sector as well as a market-driven railway sector, based on the attractiveness of services and performance of infrastructure managers ► EIM especially supports; ► The new running gear plans in IP1 to reduce infrastructure costs ► The brake development for increased capacity and lowered overall costs 7
Specifically: IP2 ► EIM generally supports all initiatives improving conditions for deploying ERTMS, as well as making the system stable and investment worthy. ► EIM recognises that initiatives are necessary to ensure better deployment and return-of-investment of ERTMS. ► EIM especially supports; ► The Technology Demonstrators in IP2 related to Traffic Management and enhanced Train Control ► Innovative solutions for a radical increase of the capacity ► Possibilities for blending of freight trains with regional trains 8
Specifically: IP3 ► EIM support the focus on interoperability and compatibility between infrastructures, as well as the aim to make the railways ready for future challenges ► EIM members lead and have developed the Technology Demonstrators of IP3 which meet the very essential needs of EIM members ► Switches and Crossings ► Track solutions ► Bridgets tunnels ► Asset management 9 ► Energy saving solutions
Specifically: IP4 ►EIM generally support the focus on customers’ needs and enhanced intermodality to ensure seamless European transportation ► EIM especially supports; ► Technology Demonstrators of IP4 ► Whole journey solutions ► Information systems ► Customer satisfaction 10
Specifically: IP5 ► EIM members lead and developed the Technology Demonstrators of IP5 and therefore support their objectives: ► High performance freight trains use less capacity ► Intellegent monitoring reduces disturbances and damages ► Lower wear and tare weight ► Innovative marchalling and shunting ► New propulsion for last mile transport increases system utilization 11
5. Conclusion ► EIM welcomes the adoption of the Shift2Rail Council Regulation on 16 June 2014 ► The Shift2Rail objectives and priorities are in line with EIM members objectives ► EIM regrets that budgetary constraints will mean that Shift2Rail cannot deliver all the Master Plan proposals and accepts that the Plan will have to be prioritised, using Railway KPIs and the ERRAC SRRIA ► EIM is committed to working with the European Railway community and European Commission to develop an effective Shift2Rail 12
