Pope Douglas Solid Waste, located in Alexandria, MN
Provides recycling services and Household Hazardous Waste (HHW) collection to Pope and Douglas Counties and processes garbage and/or recycling from 8 counties in Greater Minnesota
The facility has grown substantially to meet state mandated programs since its original operation in 1987 and the site is very congested with no room for expansion and has daily exposure to safety risks
Organics Composting Program • In 2017 Pope/Douglas began a commercial and residential food waste organics collection program • 32 percent of garbage is food waste or soiled paper • The program has grown significantly • Grant, Stevens and Otter Tail Counties have expressed interest in organizing organics collection • There is a need for a composting facility centrally located within this region

Material Recovery Facility (MRF) • Expand the tipping floor to meet current tonnage needs • Replace worn out equipment • Allow better accessibility and safety in equipment operation • Increase recovery of recyclable materials from 2.5% to 8% • Allow flexibility to process from zero up to 18,000 tons per year of Single Sort Recycling (curbside collected material) that is produced in the local region • Design for the recovery of Source Separated Organics that is co-collected with garbage • Reduce manual sorting and increase operator safety
Organics Compost Facility Construction • Provides a regional composting site for expanding food waste recycling programs • Placed geographically centered in the 5 county main partner organics region (Pope, Douglas, Grant, Stevens, Otter Tail) • Site is already a permitted landfill and can be optimized by adding the compost operation under the current permit • Site will generate high value compost for local projects

Pope/Douglas Board Support !! • Part of the Long Range Plan for the site for the next 30 years • Part of our MPCA Solid Waste Plan • Investing $5 Million on other plant infrastructure improvements • Passed bonding and fees to fund its portion of the project • Since 1987 Pope/Douglas has provided over $61 Million to $5.5 Million in state grant dollars (2019 Dollars) • We need some help on this project
