Feel Tilt Check
Feel the paper. Move your finger across the note. It should feel slightly rough to the touch because of the raised printing and the unique composition of the paper. Tilt the note to see the color-shifting numeral on $100, $50 and $20 bills. A $100 bill will have color-changing ink on the bell in the inkwell. A $100 bill also has a 3-D security ribbon that has bells and 100s. If tilted back and forth, the bells and 100s move from side to side. When you tilt the note from side to side, the bells and 100s move up and down. Is the 3-D security ribbon on a $100 bill printed on the bill, encased in the bill or woven in and out of the bill? $100, $50, $20, $10 and $5 notes all have a security thread imbedded in the note. $100 – Reads USA 100 and is located to the left of Benjamin Franklin’s portrait. It glows pink when illuminated by ultraviolet light. $50 – Reads USA 50 and a small flag and is located to the right of Grant’s portrait. It glows yellow when illuminated by ultraviolet light. $20 – Reads USA 20 and a small flag and is located to the left of Jackson’s portrait. It glows green when illuminated by ultraviolet light. $10 – Reads USA 10 and a small flag and is located to the right of Hamilton’s portrait. It glows orange when illuminated by ultraviolet light. $5 – Reads USA 5 and is located to the right of Lincoln’s portrait. It glows blue when illuminated by ultraviolet light.
Does the portrait match the denomination? $100, $50, $20, $10 and $5 notes all have portrait watermarks. Hold the note to the light and look for a faint image. This image is visible from both sides of the note.

Should I give the money back to the customer and avoid all the paperwork? ****NO***** Why? It is important to remove bills from circulation and investigate how/where the bills were created.
Move the bill out of the customer’s reach! Observe the customer’s description, as well as that of any companions. Take note of the vehicle and license plate if available.
Say – “I’m sorry, but this bill does not appear to be genuine. I cannot accept it as payment, but I also can’t return it to you. I would also like to ask you to stay and give a statement to the authorities.” What is the customer’s reaction?
Call dispatch at 970-731-2160, if you are within the town limits, a police officer will respond. If you are out of town limits but within the county, a sheriff’s deputy will respond. Do not call 911 – this is not classified as an emergency. Let them know that you have received a counterfeit bill and that the customer is cooperating and willing to wait for an officer/deputy to arrive. In front of the customer, put your initials and the date in the white margin of the bill.
Is keeping the customer or the bill worth your life? NO!!!!!!! Try to talk the customer down. When responding use a calm voice. Drop your volume level if needed. Let them talk. Don’t take offense and don’t interrupt ! Do not try to physically stop them from leaving.
If the customer leaves, call dispatch at 970-731-2160. If you are within the town limits, a police officer will respond. If you are out of town limits but within the county, a sheriff’s deputy will respond. Let them know that the customer has left and give them the description of the person or persons and the vehicle. When the deputy or officer arrives, assist them in filling in the required paperwork.
The counterfeit bill cannot be credited to the customer’s transaction. The customer can choose to reduce the amount of the deposit or give an additional bill to make up the difference. If they need to come back with additional funds you can give them their money back but NOT the counterfeit bill.
Deposit made at the treasurer’s office – Bill is taken by the treasurer’s office and counterfeit procedures are followed. Over/Under counterfeit line item is added to the deposit for the amount of the counterfeit bill.
You take your deposits straight to the bank – The bank notifies you of the counterfeit bill. You notify Treasury of the change. The difference will be posted as an expenditure in the fund. What questions do you have?
