International Workshop on Country Practices in Compilation of International Merchandise Trade Statistics, 12-16 November 2007, Addis Ababa DATA VALIDATION PROCEDURES MADAGASCAR GENERALITY • Data sources : Customs. • Existence of Protocol between Customs office and the Statistics office about the statistics of foreign trade. • Two version of ASYCUDA are used by Customs: ASYCUDA 2.7, ASYCUDA ++. • System used for compilation: NEW EUROTRACE. • Two system of validation procedures according to this situation
CUSTOMS PROCEDURE CODES • Two types of CPC are using by Customs: the one for ASYCUDA 2.7 and the other for ASYCUDA ++. • The definition of the type of the flow and the type of trade is based on the CPC. • The system allows to evaluate trade with the special system and the general system. • Correspondence table is used to translate CPC to flow or to type of trade. COMMODITY NOMENCLATURE • Nomenclature of commodities are classified under the International Convention on Harmonized Commodity Description and Coding System (HS) approved by the World Customs Organization . • Others nomenclatures are used for analysis and diffusion: Utilization Group, BullImport, BullExport, SITC. • Table of correspondence is made to translate data from HS to this different nomenclature. COUNTRY NOMENCLATURE Customs use two types of nomenclature: the first is numeric with three digits and the second alphabetic with two digits witch is recommended by United Nations. COUNTRY NOMENCLATURE
