Introduction • What is the Surface Water Supply Project (SWSP)? – Joint effort between WHCRWA and NFBWA to provide surface water to their constituents – Goal is to comply with the Harris Galveston Subsidence District (HGSD) and Fort Bend Subsidence District (FBSD) regulations – HGSD/FBSD mandate conversion from groundwater to surface water at varying amounts at certain timeframes – SWSP is a series of multiple projects utilizing parallel construction – Project by Texas Water Development Board (TWDB) SWIFT monies and Open Market

  22. Qualifications • Respondents must name separately – Open Cut Firms – Hand Mine Firms – Tunnel Boring Machine Firms • Multiple firms may be listed • Firms may be listed in multiple categories

  23. Qualification Criteria • Each Firm must meet qualifications for their scope • Prime can self-perform if they meet minimum qualifications for all categories • Prime must self-perform at least one category

  24. Open Cut Criteria For each firm/JV listed: Minimum 5,000 cumulative feet of 72-in welded steel waterline within past 5 years and

Open Cut Criteria • At least 5 projects within past 7 years with similar elements: • ≥ 72 -in steel pipe, length >5,000 LF • Contract Value ≥ $20 Million • 84-in pipe (any type), length >2,500 LF • Contractor has coordinated installation of 84-in tunnels and/or shafts 30 ft. dia, 30 ft. depth • Each Project does not have to include all elements, but all elements must be covered in one or more projects

  26. Hand Mining Criteria For each firm listed: At least 5,000 LF of 60-in (min) hand mine work within past 7 years and

Hand Mining Criteria • At least 5 projects within past 7 years with similar elements: • ≥ 500 cumulative LF of 72 -in (min.) on a single project • Excavation using shield or digger shield, 60-in (min.) • Hand-mining with groundwater present • Work Value ≥ $500,000 • Excavation of shafts greater than 30 ft. dia, 30 ft. depth • Each Project does not have to include all elements, but all elements must be covered in one or more projects

Tunnel Boring Machine Criteria • At least 5 projects within past 7 years with similar elements: • Single run length ≥ 500 LF of 72 -inch tunnel • Work Value ≥ $5 Million • Soft ground mining with groundwater present, 84-inch dia (min.) • Excavation of shafts > 30 ft. in greatest dimension, depth ≥ 30 ft. • Each Project does not have to include all elements, but all elements must be covered in one or more projects

  29. Key Personnel • For each firm/JV listed: • Principal in Charge, • Project Mgr, • Project Superintendent, • Quality Control Mgr, • TBM Operator (if applicable), • Foreman • Project Safety Mgr • Include one alternate for each (excluding Principal) • 2 page resume for each

  30. Safety Criteria • Every Firm must have an Experience Modification Rate (EMR) average less than 0.95 for the last three years • Provide OSHA Forms 300 and 300A

  31. Bonding Capacity • Prime only must submit bonding capacity letter for minimum of $100M • Current bonding capacity • Bonding Company Information • Bonding Company A.M. Best Rating

  33. Evaluation Criteria • Review by Committee designated by WHCRWA • Pass/ Fail • Respondent Team is evaluated as a unit • Contractors may be on multiple teams, but Prime only once

  34. Bidding • Bid must include one or more Firms deemed qualified from each category • Does not have to include all Firms listed in SOQ • No substitutions of firms

  35. Alternative Packages • Construction packages may be bid as alternates • For example, Segment B breaks down as: – Part B1 – Part B2 or – Part B1 & B2 together • B3 is a separate contract (Exxon Tunnel)

  47. Kinder Morgan • 66” Waterline through Kinder Morgan Easement • Approx. 7 miles • Connects CPS to NFBWA • Connects 8 additional MUD WPs to existing CIP System • Design started in Q1 2019 • Preliminary Cost Estimate: $48M • Split into 6 Contracts

  48. Additional CIP PROJECTS • Five projects currently under design • Approximately 70 miles of waterlines to be installed • Connects approx. 25 MUDs to surface water • Work will be split into approx. 30 future contracts • Historically, these have been in the range of $3 to $7M
