PURPOSE OF EVALUATION & APPRAISAL REVIEW 8 The Evaluation & Appraisal Review (EAR) is an evaluation of a municipality’s Comprehensive Plan to ensure that it reflects current local and regional conditions and confirm consistency with changes in state requirements since the last Plan update. • Process was driven by the repeal of Rule 9J-5, F.A.C. in 2011 • Objective is to: Reflect changes in state law Ensure conformity with state, county, and regional plans Remove obsolete language Update inaccurate information City of Treasure Island

EXAMPLES OF CHANGES SINCE LAST UPDATE 10 • Remove obsolete State requirements Example: Delete all references to Rule 9J-5 and its stated requirements, which were repealed by the State Legislature in 2011 • Remove obsolete policies Example: “suspending the collection of tolls on the Treasure Island Causeway to expedite ordered evacuations and re-entries” • Reference most recently adopted plans, programs, agencies Examples: Update references to Pinellas County MPO Long Range Transportation Plan and Mobility Plan , Tampa Bay Regional Planning Council Hurricane Evacuation Study; change Pinellas County Bikeways Plan to Forward Pinellas 2013 Bicycle Pedestrian Master Plan; change Department of Community Affairs (DCA) to Department of Economic Opportunity (DEO) City of Treasure Island
