  2. COLLEGE & UNIVERISTY FAQ S WHAT ARE THE GUIDELINES REGARDING GRADUATION CEREMONIES? Drive-in or Drive-Thru Protocol for Commencement Ceremonies (Click here)  The County of San Diego Public Health Department is allowing drive-in and drive-thru commencement ceremonies for educational institutions. The Public Health Protocol for Commencement Ceremonies must be followed by the host of the graduation, educational institution, who is responsible for ensuring full compliance with the protocol and adherence to the Order of the Health Officer.

  3. COLLEGE & UNIVERSITY FAQ S WHEN WILL SCHOOLS REOPEN?  There is no current guidance on these topics or issues related to colleges and universities opening back up. Such guidance may come in the coming weeks, as stated in the Governor’s briefing, but not currently available.

  4. COLLEGE & UNIVERSITY FAQ S ONCE SCHOOLS REOPEN, IF A POSITIVE CASE OCCURS, WHO IS REQUIRED TO REPORT IT TO THE EPIDEMIOLOGY UNIT?  Report the case to the County  Anyone in charge of a public or private school, kindergarten, boarding school, or preschool (CCR Title 17 §2508)  It shall be the duty of anyone in charge of a public or private school, kindergarten, boarding school, or day nursery to report at once to the local health officer the presence or suspected presence of any of the communicable diseases.

  5. COLLEGE & UNIVERSITY FAQ S ONCE SCHOOLS REOPEN, HOW DO WE ENFORCE SOCIAL DISTANCING IN SCHOOL SETTINGS?  We are awaiting guidelines from the state on how to proceed with reopening schools. These guidelines will most likely include the details on how schools are expected to maintain social distancing.

  6. COLLEGE & UNIVERSITY FAQ S ARE RESEARCH-RELATED ACTIVITIES ALLOWED? The public health order was recently updated, and it reads:  #4: All public or private schools, colleges, and universities shall not hold classes or other school activities where students gather on the school campus, except for research-related activities in colleges and universities. Parents of minor children shall take steps to ensure said children are not participating in activities prohibited by this Order.

  7. COLLEGE & UNIVERSITY FAQ S ARE ESSENTIAL WORKER PROGRAMS ALLOWED TO BE OPERATIONAL AT SCHOOLS ? In alignment with the State’s Essential Critical Infrastructure Workers document released by Governor Newsom, “Workers and instructors supporting academies and training facilities and courses for the purpose of graduating students and cadets that comprise the essential workforce for all identified critical sectors”, may be operational if following Social Distancing and Sanitation Protocol. Regarding the essential worker programs, specifically related to training of EMTs or paramedics, the information below from the Governor’s office does state that these program types can be operational if following the protocol.

  8. COLLEGE & UNIVERSITY FAQ S ARE “OFFICE-BASED” STAFF ALLOWED TO BE WORKING? Following sanitation, cleaning and opening procedures, preparing and posting the social distance and sanitation protocol, wearing face coverings (unless a health condition prevents it), and keeping social distancing, per the Public Health Order, this means that:  Office-based businesses that cannot telework would be able to be working  This would be for positions to support continuity of operations (maintenance/finance) or those who need to prepare to reopen, etc. This would be at the discretion of the school and is not up to the County to decide who would be a part of this.

  9. COLLEGE & UNIVERSITY FAQ S WILL SUMMER CAMPS BE ALLOWED TO OPEN? Summer Day Camps are authorized to open if: 1.They are not sports camps 2. Group sizes of 12 kids or less 3. Practice physical distancing to greatest extent possible. 4. Wear face coverings if/when within 6’ of another 5.Maintain infection control protocol: personal hygiene and routine cleaning of contact areas and the like.
