Douglas Counties) : 19 EMS agencies Okanogan/No. Douglas EMS Council: 11 EMS agencies Grant County EMS Council: 17 EMS agencies Total EMS providers: 654 First Responders, EMT’s & Paramedics Over 62% of EMS responders in NCR are VOLUNTEERS.
