  2. 2/14/2019 Background • July 2017 • Children’s Commission launched Statewide Collaborative on Trauma‐Informed Care (SCTIC) • MMHPI released a Final Report on Trauma‐Informed Care • Four Workgroups aligned with overarching goals met 25+ times over an 18 month period • Steering Committee comprised of Workgroup Chairs and DFPS and Commission staff reviewed and finalized all proposed strategies Purpose of the Blueprint • Develop a roadmap to become a trauma‐informed child welfare system • Provide structure for implementation • Invite innovation and improvement in both public and private sectors 2

  3. 2/14/2019 Guiding Principles Culture Texas will create a culture of trauma‐informed care for all individuals and organizations that touch the lives of children, youth, young adults, and families while they are involved in the child welfare system. 3

  4. 2/14/2019 Collaboration A trauma‐informed child welfare system requires collaboration within and across systems, organizations, and individuals. Equity A trauma‐informed child welfare system is culturally competent and equitable. 4

  5. 2/14/2019 Youth & Family Voice A trauma‐informed child welfare system includes and respects youth and family voice and cultivates resilience. Secondary Trauma A trauma‐informed child welfare system recognizes and addresses secondary trauma. 5

  6. 2/14/2019 Training A trauma‐informed child welfare system recognizes that ongoing, quality training is fundamental. Information Sharing A trauma‐informed child welfare system has information sharing capabilities that are accessible, manageable, innovative, and user‐ friendly. 6
