Some background For decades the various proclaimed relief road or by-pass schemes in Wynberg sterilised large tracts of land in the suburb. 3
The last information about the road schemes dated from November 2002, when At the Protea Sub-council meeting, councillors unanimously decided to support the united Wynberg community for the deproclamation of the original schemes. They also agreed that: • No alternative proposal be considered at that stage • Any future proposal would have to follow the full public participation process (and have full public support). 4
February 2014: rumours emerged that the South Road/Brodie Road couplet scheme was ‘on the cards’ again.. “The conceptual design is not April-September 2014: regular emails were sent to the City of yet complete. August 2014: Protea Sub-council approved the demolition of houses to make way for the road scheme (which is “still being conceptualised”) and South Road residents received ‘letters to vacate’ their Council -owned houses. October 2014: community called a public meeting to present their suspicions about the plans to proceed with South Road/Brodie Road 5 couplet – without any public participation.
Two days before the public meeting, through some clever detective work, we discovered a tender advertised on 5/9/14. • TRANSPORT FOR CAPE TOWN – INFRASTRUCTURE CONTRACT NO. 59C/2014/15 for the PROVISION OF PROFESSIONAL SERVICES IN RESPECT OF THE DESIGN & CONSTRUCTION OF PHASE 2A INFRASTRUCTURE: TRUNK & FEEDER SUPPORT INFRASTRUCTURE (EAST & WEST) The tender document contained maps of the infrastructure, despite • the road plans “still being conceptualised”. • the Brodie Road couplet “only a proposal” (i.e. had not been officially approved by Council or proclaimed by Province). • no public participation or community consultation. 6

Nowhere else in Cape Town has the MyCiti required • New roads to be built through established residential areas. • Houses to be demolished (and residents to lose their homes) in order to make way for the roads. 9
Benefits no-one • MyCiti users will unable to connect with other public transport modes. • The transport industry will go out of business. • Businesses along Main Road and Ottery Road will lose their customers,. • The residents of Wynberg will have to deal with increased traffic volumes and congestion.. • Shoppers/visitors to Wynberg will have to cross two ‘highways’ to get to shops, the library, magistrates court, police station, military base, Victoria Hospital, schools, churches, mosques, Maynardville Park etc. 10
Better, more viable and cost effective alternatives exist that • Integrate with the existing public transport networks. • Use existing road space , with sections large enough to accommodate additional bus lanes (and no houses have to be demolished). • Are acceptable to the entire community (business, residents and transport industry). • Will transform the area surrounding Wynberg Station and East Wynberg business district. 11
