  1. Buhay o Kabuhayan? Of course, LIFE. However, without money: How will people eat? How will people buy medicine? How will businesses recover?

  2. HOW TO BRING BACK THE ECONOMY IN A SUSTAINABLE AND SAFE MANNER 1. Shift Implementation from Luzon-wide lockdown to a more focused community quarantine (at the barangay level, municipal/ city, provincial level) or where high risk of infections are • Depending on the number and location of the confirmed cases per area, the selective barangay quarantine can be expanded to become a City/Municipality Quarantine, and even a Provincial Quarantine. • IATF shall determine the authorizing body, criteria and guidelines that will be followed by LGU in terms of declaring/ lifting lockdown • Removal of checkpoints

  3. 2. Increase the capacity of Antibody Rapid Test Kit (ARK) Testing to 1 million by May • Project ARK is a concerted effort of the private sector to conduct massive screening of their respective company employees. Companies may also opt to screen barangays in their areas on a purely voluntary basis. The objective is to determine the number of people who might have had coronavirus in the past and already built up the immunity. Data that will be derived from the testing can help the country form a better picture of how, where and when it is safe to gradually reopen the economy. • Project ARK is also looking to help increase the capacity of RT-PCR testing through the following hospitals: Dr. Jose N. Rodriguez Memorial Hospital (Tala Sanitarium), JB Lingad Memorial Regional Hospital, Philippine Children’s Medical Center, National Center for Mental Health and Fabella Hospital. • The government should setup a system where inward travelers (OFW/ seafarer returnees, business visitors, tourists, et al) shall be subjected for PCR testing ideally upon arrival, and be quarantined until such time that tests results will be available. UPDATE: After the meeting of PA Joey Concepcion with President Duterte last April 13, 2020, the President has approved buying an initial order of 2 million of Antibody Rapid Test Kits (ARK) capable of detecting IgG and IgM. Both private and public sector have committed to work together in this massive screening.

  4. 3. Allow manufacturing and construction to operate and allow unhampered movement of agriculture products from farm to market. • All cargo types to move freely without passes • All agriculture products from farm to market, should be unhampered • Selected sectors will continue to operate with skeletal work force and/ or work from home setup 4. Keep mass gatherings limited. • Allow opening of all malls in May. The stores will be opened gradually inside the mall depending on the demand and they will continue to observe strict guidance on social distancing, wearing of masks or face shields, temperature check, shoe disinfection rugs and other public health measures. • Schools, entertainment and other places of gathering should remain closed.

  5. 5. Allow reduced public transport. • All public transportation including MRT, LRT and public buses to operate in Metro Manila with reduced capacity of 50%. Drivers, operators and passengers should adhere to strict hygiene measures such as wearing of masks, face shields and gloves. • In provincial areas, allow reduced opening of public transportation so employees can go to the production centers safely with strict guidance on social distancing, wearing of masks or face shields, and other public health measures.

  6. WHY IS MASS TESTING IMPORTANT? Edsel Salvaña said on his Facebook post and in his interviews that TESTING is NOT important and is costly. My answer to that is: It is our responsibility to test our employees and to keep them safe, even if we have to test them every week. Finding even one person who might infect everybody will be worth it.

  8. PROPOSED INCREASING OF RT-PCR CAPACITY OPAE is pooling 30 million pesos and has identified 5 hospitals to help increase the country’s RT-PCR capacity by around 28,000 tests per day. 1. Dr. Jose N. Rodriguez Memorial Hospital (Tala Sanitarium) 2. JB Lingad Memorial Regional Hospital 3. Philippine Children’s Medical Center 4. National Center for Mental Health 5. Fabella Hospital
