Borough of Mountain Lakes Beach Venue Project The original development of Mountain Lakes as a planned community in the early part of 20 th century emphasized the recreational values associated with its physical features and park-like setting. The lakes in particular, from the community’s origin, have been major recreational assets attracting a population with an orientation towards active outdoor recreation. Mountain Lakes has a long tradition and a strong commitment to active recreation. A wide variety of recreational activities, organized and informal, is supported by the Borough, directly and indirectly. – Master Plan, October 24, 2013

  3. Borough of Mountain Lakes Beach Venue Project Mission • To develop a cohesive plan of updating the facilities and landscape of Island and Birchwood Beaches. The plan should ultimately reflect the natural beauty of lakes, the arts and crafts architecture prevalent in the community and promote the integral role of recreational spaces-particularly the lakes- in the Master Plan of the community. Design Criteria • Safety: The design should ultimately provide a safer regulatory compliant recreational environment for the residents of Mountain Lakes including improved walking paths and a safer working environment for the town lifeguards and seasonal employees. • ADA Compliance: The new plan should bring beach facilities in compliance with the Americans with Disabilities Act of 1990. • Sustainable: The plan should be created with the goal of reducing long term and ongoing maintenance costs and labor. • Aesthetics: The plans should ultimately enhance and reflect the historical Arts & Crafts architecture of the Borough of Mountain Lakes.

Borough of Mountain Lakes Beach Venue Project Timeline of Events • Summer of 2013 ~ Recreation Commission Needs Analysis identified a need for addressing deficiencies relating to public safety, regulatory compliance and undersized facilities at both venues. • November 2013 ~ recommendation for funding to engage a professional to develop a plan to address the above needs. Funding approved in the 2014 Capital Budget. • 2014 ~ DPW Committee tasked with developing RFP, interviewing design firms, and making a recommendation to Council. • November 2014~ DPW Committee unanimously recommends and Council engages RSC Architects for feasibility and schematic design phase.

Borough of Mountain Lakes Beach Venue Project Timeline of Events ~ Continued • December 2014 through February 2015 ~ site visits and review by the Committee of three schematic designs for each site. • March 2015 ~ A single design was selected from the three for each site and direction given to RSC to lower costs, improve aesthetics and increase functionality. • April 2015 – January 2016 ~ Continued review and refinements of the designs in consultation with other Borough Committees and Recreation Programs. • February 2016 ~ Final recommendation report presented to Council. Dedicated public information session held and all information posted on Borough website. • March 2016 – May 2017 ~ Based on additional feedback from public and Council, further revisions made to lower cost, decrease overall size, and improve functionality.

  6. Borough of Mountain Lakes Beach Venue Project Additional Information • Funding for the construction was approved in the 2016 Capital Budget in the amount of $1,523,000 to include all construction costs as well as “soft costs” such as engineering and contingencies. • Between 2013 and today, there have been over 20 meetings of the Committee, several presentations made to the Borough Council, a public information session in February 2016 and countless revisions to the plans for both facilities. • During the process, the Lakes Management Committee, Historic Preservation Commission, Trout Derby sponsors, Sailing Association and Swimming & Diving Association have all been briefed and comments and suggestions solicited. • Borough Council approved the schematic design and configuration at their meeting of January 23, 2017 and also approved a supplement to the contract with RSC on March 27 th for final design work.
