  1. Board and Committee Meetings January 29- February 1 Hyatt Regency Clearwater Beach in Clearwater, Florida.

  2. Company Overview Company History Founded in 2005, Thigpen Energy has been involved in the development of natural gas fueling solutions in the Transportation, E&P , Industrial and Mid-Stream sectors since then. We provide the most comprehensive natural gas fueling solutions in North America. Our solutions include LNG fueling for Pipeline integrity projects • Utilities and industrial customers • LNG, CNG and field gas solutions for the E&P market Dual fuel conversion system installations

  3. Clampetts and Ewings!

  4. Company Overview Experience includes • solutions for shipyard, port, pipelines and distribution systems We have safely • delivered volumes of vaporized LNG from 2 MCF/Hour to 1,800 + MCF/Hour Thigpen has over 10+ • years of LNG/CNG experience

  5. PG&E San Bruno, CA 30”

  6. Regulatory Requirements Regulatory frame work is somewhat gray • CFR 49 Part 193 LNG Facilities Federal Safety Standards • NFPA 59A is incorporated by reference • Railroad Commission of Texas TAC, Title 16, Chapter 14. • CFR 49 Part 192 Subpart N Qualification of Pipeline Personnel • Department of Homeland Security Chemical Facility Anti-Terrorism Standards

  7. Thigpen Energy HSE Commitment Impeccable safety record Strong safety culture driven by “Safety First” mentality Current MSA’s with: • CenterPoint Energy • Kinder Morgan Here at Thigpen Energy, we take safety very seriously. Our company’s culture is one of safety • ATMOS Energy above all else and customer satisfaction in a close • ONE Gas second place. It is those core values that drive our successes…period! • ONEOK Partners • Southern Star – Jim Schauer CEO, Thigpen Energy • Duke/Piedmont • Si Energy

  8. LNG Properties  Appearance: Colorless and odorless  Vapor Density: 0.5 @ -170 ° F  Specific Gravity: .42 (not soluble in water)  Cryogenic temperature: stored at -260 ° F  Boiling temperature: -258 ° F  LNG weighs 3.5 pounds per gallon (water 8.3 pounds per gallon)

  9. LNG Chemical Makeup

  10. Benefits and Efficiencies of LNG • LNG kept at low pressure (< 100 PSI) • Expansion Ratio 600-1 • Every cubic foot of liquid will create 600 cubic feet of vapor

  11. Benefits and Efficiencies of LNG • One LNG tanker 830 MCF vs CNG tube truck of 140 MCF (1 LNG transport = 5.9 tube trailers) • One (1) LNG tanker can deliver 100 MCF/D for 8 days vs SIX (6) CNG tube trailers • Decreases transportation risk and cost

  12. LNG Transport Transport Trailers provide a means of distributing, storing and dispensing • LNG The trailer has an overall length of 43’ and a width of 102”, weight 21,500 lb., • gross capacity of 10,000 gal., MAWP of 70 psig Constructed with tank inside of a tank that is vacuum super-insulated space • between Units are designed and maintained to DOT MC-338 regulations •

  13. LNG Storage LNG storage consist of mobile semi-trailers that are used to store and • withdraw LNG The trailer is a “Queen” design which cannot be transported full, and utilizes • four landing legs when on-site to support the full trailer weight The trailer has an overall length of 53’ and a width of 102”, tare weight 50,000 • lb., gross capacity of 13,520 gal., MAWP of 115psig Units are designed and maintained to DOT MC-338 regulations •

  14. LNG Regas Queen Regas unit is a mobile regasification system that includes an electric • direct-to-process165kW vaporizer and an off-load pump, The trailer has an overall length of 55’ and a width of 102”, weight 50,000 lb., • gross capacity of 13,520 gal., MAWP of 115psig Capability of supplying 34 MCFH • Units are designed and maintained to DOT MC-338 regulations •

  15. Graph Here is a graph: •

  16. Vaporization Ambient Vaporization is the addition of thermal energy changing a liquid • to a vapor or gaseous state Completed by ambient air or heated vaporizers based on gas • demand and temperature; Delivery rates up to 20 MCFH

  17. Vaporization Forced Air Ambient air utilizes the air temperature as a medium for the • vaporization process. Restrictions are based on gas demand • Delivery rates 20 MCFH to 150 MCFH *8 Hour Duty Cycle •

  18. Vaporization Gas Fired Heated vaporization utilizes a heating medium to assist in the • vaporization process. Heating mediums consist of electric, gas fired, water bath Delivery rates up to 675 MCFH *No Duty Cycle •

  19. Cryogenic Pump Delivery rates up to 675 MCFH *No Duty Cycle

  20. Connection/Injection Point Utilize above ground stainless flexible • hoses that meets product specs and cryogenic temperatures Connection point typically based on a • location that is suitable for sufficient spacing, pad integrity, LNG delivery Flange connections with controlled • access Odorization can be added •

  21. LNG Availability  Supply relationship with Clean Energy for the supply of LNG  Clean Energy supplier agreements with LNG facilities all over the US  Willis Texas Facility is primary supply location Capable of • supplying 40,000- 60,000 gal daily

  22. Turn-Key Proposal Based on NFPA 59A, RRC, and Best Practices Trained and Qualified Personnel • LNG site must be continuously attended • Spacing distance; property line, equipment, ignition • hazards AHJ Notification and Approval (RRC Permit) • Emergency Action Procedures • Emergency Response Plans • Awareness Training • Equipment Commissioning •

  23. Site Layout Example 1,600-1,900 MCFH for 7-10 Hours

  24. Mobilization & Startup  Planned outages or Emergency response situations  Lower volumes mean less equipment and less rig up time  Other factors Equipment availability • Information for bidding • Gas flow volumes- Daily & Hourly max • Pressure requirements • Start date and duration • Location (GPS coordinates) • Connection/injection point type size • Site footprint availability •

  25. LNG Project Example Kinder Morgan, Cedartown, GA Durat ion : 6 days; June 2016 Flow Rat es : Up to 150 MCFH; 250 psig S it uat ion : The natural gas line feeding the town of Cedartown was scheduled for a hydrostatic test. Residential and commercial customers would have been without gas for the durtion of the proj ect without a virtual pipeline solution, which was provided.

  26. LNG Project Example ONEOK Partners, Lubbock, TX Duration: 2 days; November 2016 Flow Rates: 100 MCFH at 60 psig S ituation: The natural gas pipeline feeding an industrial customer had to be taken down for integrity testing. Thigpen Energy provided gas directly to the facility via our LNG virtual pipeline for the entirety of the outage so that the plant had no down time.

  27. Longview Power Case Study Longview Power Generation Thigpen’s virt ual LNG pipeline solut ion for Longview Power Maidsville, WV Primary Energy Source-Coal Natural Gas Ignition- Dominion Pipeline-Sole Source Requires 1,600-1,900 MCFH for 7-10 Hours ISSUE-Both Winter Curtailment and Integrity Ops
