Increase of “green” tariff (GT) factor for power produced from biogas At existing GT factor ( К =2.3 ) pay back period of biogas projects amounts >10 years. For pay back period of 7-10 years GT factor should be not less than 3.0 for biogas, produced from biomass of agricultural origin, and 2.7 – for all the rest types of biogas. Introduction of “green” tariff for power produced by co ‐ firing of biomass with fossil fuels Main advantages of the introduction of biomass co ‐ firing on the coal units of TPP s are: ‐ high efficiency of the conversion of fuel energy: electrical efficiency is up to 38%; ‐ possibility to use different types of biomass and organic part of municipal waste; ‐ reduction of polluting emissions to atmosphere; ‐ possibility to realize projects with minimum capital costs and implementation period; ‐ possibility for quick increase of RES share in the energy balance of the country. Introduction of non ‐ discriminatory approach for biogas plants, commissioned before 01.04.2013 In current Law of Ukraine “On Power Industry” GT factor is set only for biogas plants, commissioned not before 01.04.2013 : • К =2.30 for biogas plants, commissioned from 01.04.2013 to 31.12.2014 • К =2.07 for biogas plants, commissioned from 01.01.2015 to 31.12.2019 • К =1.84 for biogas plants, commissioned from 01.01.2020 to 31.12.2024 • К =1.61 for biogas plants, commissioned from 01.01.2025 to 31.12.2029 Suggested: Set GT factor also for biogas plants, commissioned before 01.04.2013
