C onseil des arts de Montréal Art Out in the Open 1. PROGRAM OBJECTIVES The Conseil des arts de Montréal’s new support program, Art Out in the Open, aims to support the dissemination of artistic works intended for outdoor spaces in the exceptional context of the COVID- 19 pandemic. Note that artistic events must be held in urban spaces that do not require a public domain occupancy permit from the City of Montréal, the boroughs or municipalities . Examples of urban spaces targeted by this program include the balconies, yards and rooftops of private residences/public buildings, the outdoor gardens of hospitals, school yards, private parking lots and storefronts. In addition, artistic projects submitted must be autonomous and self-produced, as the urban performance sites do not have any technical equipment or operational support, and must respect social distancing guidelines and government hygiene measures. 1 Through this program, the Conseil hopes to: ● Support the creation, adaptation and/or presentation of a work from the individual artist, artists’ collective or company, while maintaining social distancing guidelines; ● Support artistic projects that promote the representation of cultural diversity 2 and encourage inclusion and intergenerational and intercultural relationships; ● Promote the dissemination of quality works in unconventional outdoor spaces across the Island of Montréal 3 , from east to west and north to south; ● Promote a cultural offering that represents the plurality of forms, aesthetics, and artistic and cultural expressions. Special attention will be paid to: ● Projects that involve performances in sectors across the Island of Montréal—the Conseil will notify the boroughs and municipalities identified in the applications once the projects have been deemed eligible; ● Artistic projects by Indigenous (First Nations), Métis and Inuit artists, racialized/visible minority artists and ethnocultural minority artists; ● Projects by artists with disabilities; ● English-speaking minority artists; ● Allophone artists; ● Artists from the 2SLGBTQIA+ community; ● Projects that encourage inclusive artistic practices; ● Artists’ collectives and professional arts organizations that do not receive recurring assistance from the Conseil des arts de Montréal. 2. NATURE OF ASSISTANCE 2.1. C onseil des arts de Montréal Art Out in the Open 2.2. Term of the grant This is a one-time, non-recurring grant. The artistic performances must take place after August 4, 2020, and before December 31, 2020 , on the Island of Montréal. Individual artists, artists’ collectives and organizations may only submit one application. Only service organizations, professional artist groups and associations may submit a maximum of two (2) applications for artists. 2.3. Application deadlines There are two (2) application deadlines: ● July 6, 2020: For presentation of the work in summer/fall 2020; ● August 20, 2020 : For presentation of the work in fall/winter 2020 (now until December 31, 2020). 3. ELIGIBILITY 3.1. Who is this program for? Individual artists who: ● Are a Canadian permanent resident or citizen of Canada; ● Have been residing on the Island of Montréal for at least one year; ● Are recognized as a professional artist as defined by Conseil; ● Have presented at least one artistic work in a professional context. Artists’ collectives who: ● Are represented by a person in charge of the application; ● Are a group of artists, regardless of number; ● Comprise two-thirds Canadian citizens or permanent residents of Canada—the proportion of members of the collective residing outside Canada may not exceed one-third; ● Comprise a majority of artists (50% +1) who reside on the Island of Montréal, including the person in charge of the application; ● Comprise professional artists as defined by the Conseil. Incorporated non-profit organizations on the Island of Montréal who: ● Are a non-profit corporation or an artist cooperative that pays no dividends; ● Are an association, group of professional artists or service organization; ● Are a presenter; ● Are headquartered on the Island of Montréal; ● Have a Board of Directors composed primarily of Canadian citizens or permanent residents of Canada; ● Have the mandate to create, produce and disseminate artistic work; ● Possess a level of recognized and demonstrable competence ● Are directed by qualified individuals; ● Have presented activities of a recognized artistic quality; ● Employ professional artists and/or cultural workers. 3.2. What disciplines are eligible? All disciplines supported by the Conseil are eligible: Circus Arts, Street Performance, Digital Arts, Visual Arts, Film and Video, Dance, Literature, Music, Theatre, New Artistic Practices, Multidisciplinary sector. Inadmissibility of projects ● Projects presented online; ● Projects for presentation in public spaces requiring a public domain occupancy permit from the City of Montréal and/or municipalities on the Island of Montréal; ● Applications from artists’ agents; ● Organizations dedicated to teaching, education and professional training; ● Public and para-public organizations representing governments or municipal corporations; ● Libraries; ● For-profit organizations or businesses registered as a general partnership; ● Artists’ collectives that are incorporated as for-profit or not-for-profit organizations; ● Cultural periodicals that publish fewer than three issues per year, that are distributed free of charge or available only in electronic format. 4.2. Applications that will not be considered ● Incomplete applications; ● Applications received after the deadline; ● Applications received without letters of authorization from the owners of the private sites intended for use. 5. FILING AN APPLICATION 5.1. Where do I apply? Applicants must submit their project online via our ORORA platform—all information submitted is confidential http://orora.smartsimple.ca/. 5.2. What documents do I have to attach to the application? ● A detailed project description (main theme, artistic intent, staging, performance locations and target audiences, details of your approach with private owners to access their space, technical data sheet, project schedule) ● Letters of engagement from owners of the desired performance sites (maximum tree spaces) ● Project budget ● Proof of liability insurance for all collaborators that must be valid for the duration of the representations (submission accepted) ● One (1) video link of your work if already created or if your work has not yet been created, one (1) video link representing your artistic practice and aesthetic. ● Only for application from individual artists and artists’ collectives :Resumés of artists, performers and designers involved in the project (maximum two pages per participant)— all resumés of project collaborators must include the address of their principal residence. Art Out in the Open does not require a public domain occupancy permit from the City of Montréal or the boroughs and municipalities.
