Review of Current District APPR Plan: Observations/Artifacts accounts for 60% of the APPR score State Measure accounts for 20% of the APPR score Growth Score from SED (Teachers of ELA/Math 4-8), Individual Student Learning Objectives (SLOs) for teachers of grade 3, grade 6-7 Science, grade 7-8 Social Studies as well as Regents courses, Group SLOs for all other teachers. Local Measure accounts for 20% of the APPR score: Elementary local score is based on grade 3-5 ELA and Math (mastery). Middle School local score is based on grade 6-8 ELA, grade 6-7 Math, Algebra and Earth Science (mastery). High School local score is based on 5 core Regents exams (mastery).
Changes for APPR this year (2015-2016 School Year) Changes are required for this current year due to the fact that the results of grade 3- 8 ELA and Mathematics cannot be used in any way in a teacher’s or principal’s evaluation score. This affects the following evaluation measures in Plainedge: Teachers and Principals who receive growth scores. SLOs used for the State Measure that utilize the 3-8 ELA and Math tests. Local Measure at the Elementary Schools and Middle Schools .
Impact at Elementary Level: All teachers (except ESL) will receive an APPR score based only on their 60 point observation/evaluation State Measure (20%): Since we use the state ELA/Math scores for grade 3 SLOs, grade 3 teachers will have no State Measure. Since we use the state ELA/Math scores in creating Group SLOs for the State Score (20%) for teachers in grades K-2 as well as special area teachers in grades K-5 (Art, Music, PE, Library, etc.) those teachers will not receive a State Measure (20%). The Growth Measure that teachers in grades 4 and 5 receive (based on the ELA and Math tests) will not be used for the State Measure (20%). Teachers of ESL/ENL will continue to have a State Measure (20%) based on the NYSESLAT exam. Their total APPR score will be out of 80 points. Local Measure (20%): Since we use the state grade 3-5 ELA/Math scores in our Local Measure (20%), no teachers in grades K-5 will receive a Local Measure.
Impact at Middle Level: Varied State Measure (20%): The Growth Measure that teachers in grades 6-8 receive (based on the ELA and Math tests) will not be used for the State Score (20%). Teachers who receive a Growth Score from SED will have an APPR score based out of 80 points. Since we use the state ELA/Math 6-8 scores in creating Group SLOs for the State Measure (20%) for special area teachers in grades 6-8 (Art, Music, PE, Technology, Foreign Language, FCS etc.) those teachers will not receive a State Measure (20%). Their APPR score will be out of 80 points (Observation/Artifacts only). Teachers of Science in grades 6-7 and Social Studies in grades 7-8 will continue to use their final exams to come up with a State Measure (20%). These teachers will have a final APPR score out of 100 points. Algebra and Earth Science teachers will continue to use SLOs based on their respective Regents exams. They will have an APPR score out of 100 points. Local Measure (20%): Since we use the state ELA/Math 6-8 scores(as well as Earth Science and Algebra) in our Local Measure (20%), those components will be eliminated and only the Earth Science and Algebra scores will be used to create a Local Measure(20%). All Middle School teachers will receive the Local Measure based on the Earth Science and Algebra mastery results for this year only.
Impact at High School: Status Quo No change for teachers at high school (because no scores are based on 3- 8 ELA and Math.
Calculating Final APPR Scores For teachers who have partial APPR scores (out of 60 or 80 points instead of 100 points), a percent will be calculated based on the points achieved: EXAMPLE- Teacher A receives 57 points out of 60 on the observation/artifacts (“Other 60 points”). Since Teacher A is an elementary school teacher and ELA and Math scores are used to calculate both the SLO and the Local Measure, those scores are excluded. To calculate a final score, a percent is determined from the points used in the calculation: 57/60 = 95% which is 95/100 Highly Effective.
Impact on Principals Elementary & Middle School Principals will not have their Growth Score from SED used in their APPR calculation. The Local Measure will continue to be used because it is based on NWEA. They will have an APPR score out of 80 points. The High School Principal will not have his “Regents” Growth Score from SED used in his APPR calculation. The Local Measure will continue to be used because it is based on Advanced Regents Diploma rates. He will have an APPR score out of 80 points.
Moving Forward-APPR Next Year For the next four years teachers who have received growth scores from SED (4-8 ELA/4-7 Math) will continue to receive growth scores (as long as those teachers have 16 valid scores between ELA and Math), but those scores will only be advisory. For the next four years, teachers in 4-8 ELA and 4-7 Math will receive two APPR ratings: A “transition” rating that does not use the State provided Growth Score and an “advisory” rating which includes them. Only the “transition” rating will count.
Moving Forward-APPR Next Year The district will be required to develop back-up SLOs that do not use grade 3-8 ELA and Math scores in them so that all teachers receive a “Student Performance Rating”. Districts are still required to negotiate a new 3012-D APPR plan by September, but all waivers currently approved will continue in force until September. The new 3012-D plan eliminates the 100 point score. It is a matrix based on at least one observation HEDI rating and one student performance HEDI rating.
APPR Next Year Components of new APPR requirement: No more 100 point score; just HEDI rating. Teachers/Principals must have two observations: one must be by an “independent observer”. No more Local Measure. Observation and Student Performance each worth 50%. Tenure Changes: Changes Effective July 2015: Teachers now have 4 years to achieve tenure. Teachers need to have “effective” or “highly effective” ratings in three of four years. A Teacher rated ineffective in the 4 th year cannot receive tenure (law does not prohibit additional years of probation). Teachers who received tenure in a previous district can have four year requirement reduced to three.
Moving Forward: Teacher Certification Although unrelated to APPR, all teachers will be required to register their teaching licenses with SED starting in July. There will be no cost. Teachers who currently have a Professional Certificate will have their Professional Development requirements reduced from 175 hours every five years to 100 hours every five years. Teachers with permanent certification will not have a professional development requirement, but they still must register. All teachers with Professional Certificates will have their five year time period reset to start next year. Previous Professional Development accrued as part of the five year period will not count towards this new requirement. Only approved agencies will be able to provide Professional Development that counts towards the 100 hours. It is anticipated that schools, colleges and Teacher Centers will be approved agencies. There will be more strict guidelines regarding the PD that counts towards the 100 hours. Teachers who do not register within the year will not be able to teach.
