St. Louis Nonattainment Area Historical Current (prior to 2019) 39
What does this mean for St. Louis? • Nonattainment New Source Review applies for ozone in St. Louis City, St. Louis County, St. Charles County, and Boles Township in Franklin County. PSD permitting applies in all other areas. • Transportation conformity no longer applies for PM 2.5 , however, it continues for ozone due to a recent court decision. • State and federal emission control rules relied upon in previous plans continue to apply. 40
Sulfur Dioxide (SO 2 ) Status
2010 SO 2 Standard (75 ppb) • 2013: Two nonattainment areas designated Round 1: Existing (portions of Jackson and Jefferson counties). Monitors • 2018: Monitoring attainment for both. Round 2: Consent • 2015-2016: Three areas considered. EPA did not designate any nonattainment areas Decree Round 3: Data • Dec 2017: EPA designated remaining areas Requirements Rule in Missouri as unclassifiable/attainment. (Modeling) • Except Iron and New Madrid counties • 4 areas installed new air quality monitors Round 4: Data • 2017-2019: Collect air monitoring data Requirements Rule • Dec 2020: Deadline for EPA designations (Monitoring) 42

Federal NAAQS Updates • CO, Lead and NO 2 : EPA has not released an update • SO 2 : On Feb. 25, 2019, EPA retained the 2010 standard, without revision • PM and Ozone: EPA is expected to release a proposal in early 2020 with a final rule to follow in late 2020 46

Red Tape Reduction • 100% of department rules reviewed – 101 rules in Title 10, Division 10 • 38% reduction in restrictive words • 20% reduction in total rules • 64% of department rules were amended/rescinded – Air: 20 rescissions and 40 amendments • Over 300 comments were received and considered 48
