Background • New federal and state legislation has led to changes in how the child welfare system must respond to allegations of children under 18 years of age alleged to have experienced sex trafficking, including cases where a non-caregiver is the maltreater Federal Preventing Sex Trafficking and Strengthening Families Act of 2014 (PL 113-83) Wisconsin Act 367 dcf.wisconsin.gov
Background • Wisconsin’s response plan 1. Created the Wisconsin Anti-Human Trafficking Task Force co-chaired by DCF and DOJ 2. Developed five cross-system workgroups Placement & Services Screening & Identification Training Data & Research Prevention & Public Awareness 3. DCF’s plan for serving youth • Serving youth who are at risk of or have experienced sex trafficking requires a continuum of care: Prevention efforts Community-based services Residential treatment • In order to be successful, all strategies must be: Trauma-informed Culturally and developmentally appropriate Individualized Support multiple needs (social-emotional, mental health, job training, education, family engagement) Responsive to the differing and unique demographic, geographic, cultural, and governance characteristics of the state dcf.wisconsin.gov
Goals for this RFP • Develop a pilot Anti-Human Trafficking Regional Hub that will: 1. Assist county or Tribal child welfare workers, when requested, with developing a response plan for potential cases of sex trafficking; 2. Assist with coordinating multi-system service delivery for youth who are at-risk of or have been sex trafficked; 3. Support increased service capacity in areas where it is lacking; 4. Provide certain direct services; 5. Promote public awareness and prevention of trafficking activities in the region; and, 6. Strengthen cross-system collaboration across the region to address sex trafficking. dcf.wisconsin.gov
Eligibility to apply • Single private not-for-profit, for-profit, public, or Tribal agency • Existing organization currently serving youth • Have an existing physical location in the region you propose to serve by the time of application • Propose to serve Region 2 or Region 6 only: • Region 2: Brown, Calumet, Door, Florence, Fond du Lac, Green Lake, Kewaunee, Manitowoc, Marinette, Menominee, Oconto, Outagamie, Shawano, Sheboygan, Waupaca, Waushara, Winnebago, Menominee Tribe, Oneida Nation, Stockbridge- Munsee Tribe • Region 6: Buffalo, Chippewa, Clark, Crawford, Dunn, Eau Claire, Jackson, Juneau, La Crosse, Monroe, Pepin, Pierce, St. Croix, Trempealeau, Vernon, Ho-Chunk Nation dcf.wisconsin.gov

Allowable use of funds • Salary for staff involved in service delivery, including one full-time (1.0 FTE) Anti-Human Trafficking (AHT) Regional Specialist • Administrative overhead (e.g., office space, computer) • Materials • Travel within the state • Startup costs are not covered by this RFP dcf.wisconsin.gov
Minimum deliverables • The following are the minimum deliverables required within the first 90 days from the contract start date: 1. The capacity to serve youth within all of the counties and Tribes located within the identified region; 2. In the event the AHT Regional Specialist is not an existing staff member, the Contractor must hire the AHT Regional Specialist; 3. Have a supervision plan for the AHT Regional Specialist; and, 4. Ensure desk space and all required technology is available to allow the AHT Regional Specialist to perform his or her duties. dcf.wisconsin.gov
Minimum deliverables • The following are minimum deliverables expected over the course of the contract: 1. Ability to provide case coordination and support that is trauma-informed and demonstrates understanding of sex trafficking and its antecedents and consequences at the individual, family, and community levels; 2. Ability to provide individualized care and support that is respectful of diversity and supports the individual identities of youth; 3. Knowledge of services available in the region and ability to coordinate them across systems; 4. Engagement of cross-system partners to create a comprehensive response to sex trafficking within the region; 5. Consistent outreach efforts and implementation planning for all counties and Tribes included in the region; and, 6. Consistent collection of data to evaluate youth-level outcomes and overall AHT Regional Hub implementation outcomes. dcf.wisconsin.gov

Important RFP reminders Proposals must be received and time stamped no later than 2:00 PM Central time on Wednesday, January 11 th , 2017. Receipt of the proposal by the State mail system does not constitute receipt of the proposal by the DCF Procurement Office. You can hand deliver your proposal package on or before the due date. If you choose to hand deliver your response, your proposals must be time-stamped at the 1st Floor Reception by the due date and time. Late proposals will not be evaluated. The Department will not accept proposals submitted via e-mail or fax machine. The financial stability documentation and cost proposal must be included in separate, sealed envelopes submitted with the application. dcf.wisconsin.gov
Writing tips Be clear and succinct : Reviewers are interested in learning precisely what you intend to do, and how your project responds to the criteria presented (see sections 3.5, 5.0, and 6.0) Use clear headers : To assure completeness and ease of review, follow guidance regarding the proposal organization and format under section 2.4. Include narratives, forms, & attachments : The RFP contains a number of narratives to write, forms to complete, and attachments to include. Before submitting your proposal, double check that you have responded to all information requested. Label appendices in accordance with guidance. Do not make assumptions : Even if you have received funding from the Department of Children and Families in the past, do not assume the reviewers know anything about your agency or your program. If the information is relevant to this RFP, include it in your proposal.
