Black Arroyo Master Plan SSCAFCA owns approximately 72 acres along the Black Arroyo in Rio Rancho, NM 14 acres of site to be preserved as an Environmental Mitigation Zone for Wildlife Habitat 8.5 acres of site set aside for Education (school) Purpose of the Master Plan: Safe access with respect to flooding Alternative use potentials for the property Arid land protection/restoration Educational/recreational opportunities for the property

Black Arroyo Trail Project SSCAFCA is proposing to design and construct a multi- use trail system, including trailheads, parking, and arroyo crossings, throughout the 72-acre Black Arroyo Wildlife Park : ADA-accessible Two pedestrian bridges and two culverted crossings along the Black Arroyo or its tributaries Trail head parking/drop-off areas Connectivity to Maggie Cordova Elementary School Main trail would be approximately 1.25 miles long and 10 to 12 feet wide (12 shown) Trail alignments, locations of arroyo crossings, and parking areas generally conform to those identified in the May 2013 Master Plan
Black Arroyo Trail Project Funding for the Black Arroyo Trail Project ($722,832) has been obtained from the following sources: 1 . FHWA Transportation Alternatives Program $556,400 2. State Funds (using state appropriation) $71,615 3. Local Match (using balance of state appropriation) $94,817

Black Arroyo Trail Project Environmental Investigations Two (2) Active Burrowing Owl Nests (1 in the northern part of the arroyo and one in the mid section Highly erodible soils (sand) throughout project area with high number of weedy annuals, though none noted as noxious No wetland areas Bank swallow habitat present though decreasing in quality and no birds were observed during survey. Heavy rains of September 2013 may have contributed to decreasing quality of habitat, as much of the burrows were sloughing Vegetation primarily consists of sand sage, Indian rice-grass, juniper, and a large number of weedy annuals. Weedy annual density number probably a result of proximity to primary thoroughfares and thus seed dispersal Environmental Certifications/Approvals/Permits
