The First 24 Hours After an Emergency
All directors should go to the Tribal Center to establish the Emergency Operations Center (EOC)
The first director to arrive at the Tribal Center is the Incident Commander
Alternate Locations for EOC If the Tribal Center is uninhabitable, the EOC will be established at an alternate location in the following order: Housing Authority Building; or Senior Center; or Department of Children and Family Services Building
As reports of damage, injuries or other neighborhood problems come in, the Incident Commander decides what needs to be done and in what order. As more people arrive, the Incident Commander may relinquish responsibilities to a person trained or more qualified to serve as the Incident Commander.
Set up the EOC Room The first individuals to arrive should begin setting up and staffing: Telephones and Radio for receiving information Status Board, chart or easel for recording information Information Board or space for posting information Chairs and a resource table for processing information
RESPONSE TEAMS • The Incident Commander will start sending out response teams with at least two individuals per team. Damage Assessment, Hazard Reduction/Utilities, Search & Rescue, First Aid Emergency Shelter team Law Enforcement • If there are only a few people available, teams will need to perform multiple tasks.
DAMAGE ASSESSMENT TEAM Conduct Damage Assessment to gather and relay information about: Fire, flooding and landslides Damage to utilities (gas, electrical, water lines) Structural damage (e.g., homes off their foundations, homes unsafe and/or uninhabitable due to damaged chimneys, broken windows, front doors jammed) Trapped victims Other hazards (e.g., downed trees, power lines, fractures in streets)
Reduce Hazards and Secure Utilities Team Extinguish small fires Check for and turn off damaged utilities (gas, water, electricity) Clear debris from the streets for emergency vehicles, foot/bike traffic or evacuation Rope off and secure hazards
Search & Rescue Team Assess all rescue situations before entering any structure where individuals are reportedly trapped or injured Triage and attempt a rescue only when it is safe to do so Coordinate the transport of those injured to either the tribal Health Clinic or local clinic/hospital.
First Aid Team Trained Health Clinic Staff may contact or come into the EOC. Only those trained in First Aid should be sent to damaged areas to administer care.
Emergency Shelter Team Identify and set up the Main Shelter, to include a Child Care Center Main Tribal Gym/Kitchen Senior Housing Center Teekalet Community Cntr Senior Cntr (Main Campus) Old ECEP Building (Main Campus) New ECEP Building (Main Campus)
Law Enforcement Team Available Public Safety Officers will respond to law and safety issues.
