  2. MISSIONS ON BAMBOO AND AGROFORESTRY • National Bamboo Mission ( NBM) • Submission on Agroforestry (SMAF)

ENABLING PROVISIONS • Sec 2 (7) of the Indian Forest Act, 1927 amended to omit bamboo from the definition of tree - States to issue necessary orders for implementation. • 27 States/UTs have made relaxations in felling-transit rules • MoEFCC directions to States/UTs for issue of Pan India Card/Transit permit for inter State movement of bamboo throughout the country • ISO 2004 and National Building Code 2016 standards prescribed • Bamboo material included in SOR of CPWD • Directive from M/o Tourism to States for use of bamboo

NATIONAL BAMBOO MISSION: OBJECTIVE • To increase the area under bamboo plantation in non forest Government and private lands. • To improve post-harvest management through establishment of innovative primary processing units. • To promote product development though entrepreneurship & feed bigger industry. • To rejuvenate the under developed bamboo industry in India. • To promote skill development, capacity building, awareness generation for development of bamboo sector from production to market demand. • To realign efforts so as to reduce dependency on import of bamboo and bamboo products by way of improved productivity and suitability of domestic raw material for industry, so as to enhance income of the primary producers.

INTERVENTIONS UNDER NATIONAL BAMBOO MISSION • Propagation & Cultivation: • Bamboo Nursery & plantation • Promotion of bamboo treatment and preservation • Establishment of bamboo treatment and seasoning plants ,carbonisation plants, livelihood business incubators • Product Development and Processing • Establishment of processing units for value addition of Bamboo • Establishment of Micro/Medium processing units (Handicrafts/Cottage industry, Furniture making, Bamboo shoots processing , Incense stick making, Bamboo board /mat/corrugated sheets /floor tiles making, Bio Energy extraction, • Promotion and Development of Infrastructure for Bamboo Market • Skill Development and awareness campaign • Research & Development • Demonstration Plots • Tissue Culture Labs

EMERGING PRIORITIES FOR BAMBOO SECTOR • Additional Income to the Growers • Climate Resilience • Quality Planting Material • Accreditation of Nurseries and Certification of the Saplings • Stress on Value Addition • Construction Sector • Skill Development • Forward and Backward Linkages • Quality of Product • Standardisation of Machineries • Increase Utilisation Efficiency • Develop Common Facility Centre • Cluster Based Approach • Capacity Building & Demo plots through KVKs • Generating Biofuel

SUB-MISSION ON AGROFORESTRY (SMAF) : OBJECTIVES • To encourage tree plantation in complementary and integrated manner with crops and livestock to improve productivity of Agricultural crops, employment opportunities, income generation and livelihoods • To ensure availability of quality planting material • To popularize various Agroforestry practices/ models suitable to the different agro ecological regions and land use conditions • To create database, information and knowledge support in the area of agroforestry for the access of all stakeholders • To develop effective Research & Development (R&D), extension and capacity building mechanism and exposure visits etc

  8. MAJOR COMPONENTS • Nursery Development for quality planting material : Small, big & hi-tech nurseries • Peripheral and Boundary Plantation • Low Density Plantation on Farm Lands : 100 to 500 plants/ha (Strips/ Staggered) • High Density Block Plantation : 500 to 1500 plants/ha (Blocks/intermediate blocks) • Capacity Building & Trainings: Skill development, awareness campaign, Publications, Information sharing, exposure visits, seminars/Workshops • Demonstration of Agroforestry Models: Demonstration to bridge the yield gap and innovative agroforestry models

BENEFITS OF SUB MISSION ON AGROFORESTRY • Additional area to be brought under tree cover. • Additional income generation from Agroforestry • Safety net against disasters or natural calamities as a cushion against crop damage. • Increased Carbon sequestration • Enrich soil organic matter and nutrient availability/ nutrient recycling efficiency • Reduced import of timber • Periodic returns to farmers- Fruits, fodder, medicinal & aromatic plants, small timber and timber
