Fall 2019 Outreach and Enrollment Open Enrollment: • People can sign up for Marketplace coverage from November 1 to December 15 – Prevents people from waiting until they are sick to buy coverage • New CoverME effort: – MaineCare applications up > 70% compared to last year – 62,013 people signed up for Marketplace Coverage • Problems with Federally- facilitated Marketplace – Support for ME cut by 80% – Website problems on first / last day of open enrollment Maine Department of Health and Human Services 5
What Is a Health Insurance Marketplace • The “Marketplace” is a shopping and enrollment service for medical insurance created by the Affordable Care Act in 2010. • In most states, the federal government runs the Marketplace (sometimes known as the “exchange”) for individuals and families. On the web, it's found at HealthCare.gov. • Some states run their own Marketplaces at different websites. • People can shop for and enroll in affordable medical insurance online, by phone, or with in-person help from a trained assister or an agent or broker. • People can fill out a Marketplace application and to find out if they qualify for lower monthly premiums or savings on out-of- pocket costs based on income.
