  1. ADA Conference 2010 22 September 2010 73 rd ADA Annual Conference Presentation Photographs from the Consorzio di Bonifica Delta Po Adige The challenges for Consorzi of adaptation/mitigation of climate change Laura Nola, International Representative Associazione Nazionale Bonifiche, Irrigazioni e Miglioramenti Fondiari (ANBI) CONSORZI DI BONIFICA E DI IRRIGAZIONE Italian drainage and irrigation boards • Consorzi realize integrated water management on catchment basis protecting rural and urban land. • 85% of Italian agricultural production comes from drained and irrigated areas. • 140 Consortia exist all over Italy. • 17,000,000 hectares (50% of Italy’s surface) located in Consorzi districts. • 7,000,000 hectares under drainage (1,200,000 hectares depending on pumping stations). • 3,300,000 hectares under irrigation. • 181,312 km: total length of drainage and irrigation channels. • 89 energy plants (mainly hydroelectric) produce 290,078,050 Kw/year. 2. ADA Conference 2010 22 September 2010 The challenges for Consorzi of adaptation/mitigation of climate change • Use less water for irrigation and increase quality and quantity of agricultural production. • Use irrigation water to recharge aquifers and protect biodiversity. • Produce renewable energy to balance the energy expenditures necessary to Consorzi operations. Energy produced is for self- consumption or for sale. A.D.A. conference 2010 A.N.B.I. Roma - Laura Nola anbimail@anbi.it SUSTAINABLE IRRIGATION • Economic sustainability for farmers: less cost for water • Environmental sustainability: saving waters, recharging aquifers, protecting biodiversity Using • 3,300,000 hectares under irrigation: more water 6% submersion irrigation (for rice cultivation) 23% flooding irrigation (gravity) 51% under pressure (sprinkler) irrigation Using 20% drop irrigation less water • Ministry of Agriculture through Irrigation Plan gives grant aid to Consortia’s projects for efficient irrigation. • European Union funds for efficient irrigation after C.A.P. Health Check A.D.A. conference 2010 A.N.B.I. Roma - Laura Nola anbimail@anbi.it 2

  3. ADA Conference 2010 22 September 2010 When to irrigate and with how much water ? ? SOIL COSTS CROP TO IRRIGATE ? BENEFITS METEO Nothing worse that giving water for cultivation in the wrong quantity and at the wrong moment. A.D.A. conference 2010 A.N.B.I. Roma - Laura Nola anbimail@anbi.it IRRINET SAVES WATER IRRINET is an expert system for irrigation developed by Consorzio di bonifica Canale Emiliano Romagnolo with the support of Region Emilia-Romagna and U.E. IRRINET is used on 160,000 hectars (23% of regional irrigation surface). IRRINET improves irrigation by saving 15 – 25 % waters and also increasing the quantity and quality of agricultural production. IN 2007 and 2008 8,000 FARMERS USING IRRINET HAVE SAVED 50 MILLIONS m 3 WATER/YEAR. Less water, less energy, better income for farmers. A.D.A. conference 2010 A.N.B.I. 4. ADA Conference 2010 22 September 2010 From IRRINET to IRRIFRAME IRRIFRAME ANBI consorzio Internet access to IRRIFRAME server will be possible from ANBI website or directly from Consorzio website. The farmer will use a password to have the irrigation advice related to his farm. A.D.A. conference 2010 A.N.B.I. Roma - Laura Nola anbimail@anbi.it DEMOCRITO PROJECT: Trees and water infiltration In the Po river valley the groundwater level has been decreasing for 30 years. To restore the original level of the ground water it is possible to build special infiltration areas in farmland afforested with fast growing trees that will produce biomass Consorzio Pedemontano Brenta) A.D.A. conference 2010 A.N.B.I. 5. ADA Conference 2010 22 September 2010 Renewable energy Consorzi di Bonifica stations: 79 hydroelectric power and 10 solar power. They produce in total 291,000,000 KWh/year (equivalent to 54,246 oil tons). Consorzio Est Sesia (Piemonte) has 29 hydroelectric stations producing 116,000,000 KWh/year. Rice cultivation irrigated by gravity through a huge network of rivers and canals. Many canals have been reshaped to create falls suitable to build energy stations. A.D.A. conference 2010 A.N.B.I.
