2017 Pavement Manual City Staff determined that it would be useful to develop and distribute a Pavement Manual for the City of O’Fallon Intended as a quick reference and guide to the maintenance/projects that are conducted to repair and replace pavement within the City for City Officials/Administration Will be posted on the City Website for reference Similar to Manuals produced for other municipalities

2017 Pavement Manual The manual consists of: The principals associated with and describes the process by which the Pavement Management Plan being developed and implemented with the City of O’Fallon (Pg. 5) A high level view of the current pavement conditions in the City of O’Fallon (Pg. 10) A summary of the 2017 Annual Programs of the City and accomplishments (Pg. 16) Future considerations for funding (Pg. 34) A list of every street section in the City and corresponding PCI rating (Pg. 36)

2017 Pavement Manual Pavement Management Comprised of three (3) steps System Configuration (GIS) Field Data Collection (TransMAP/Staff) Data Analysis, Reporting and Planning (PAVER Software) Data-based decision making and trend analysis factor heavily into the process, and can improve efficiency/efficacy The goal is to develop reliable performance models for the roadways which can be used to stretch budgets, generate sound policies and long-term rehabilitation strategies, budgets and timetables

2017 Annual Program Review
2017 Concrete Program Total Funding - $3.992 M Fixed issues on over 350 street sections (replaced ~3K slabs) Replaced 420 Ft. of Concrete Curb Ramp / 970 Ft. of Underdrains Removal of partial-depth asphalt joint replacement (Mill and Fill) Six (6) subdivisions cleared of PDAJ repairs, replaced with new concrete slabs (~600 slabs, $750K) Clearing the backlog of open Work Orders (WO) In collaboration with Streets Dept., reduced WOs from 283 to 19 upon completion ($2.25M) Concrete streets that have the lowest PCI ranking in the City (Low PCI) Repaired the 20 lowest rated concrete streets in the City (3.24 lane miles, $1M)
2017 Asphalt Program No funding was allotted for this program in 2017. No asphalt streets were repaired.
2017 Crack Seal Program Sealing 13 Residential Subdivisions (49.8 lane miles, all roads) Sealing 24 Individual Streets (20.2 lane miles) Approx. 70 lane miles of roadway (10% of total roads in the City) will receive Crack Sealing Anticipated completion of project by end of June 2018
2017 Street Dept. Accomplishments Concrete Streets Replaced equivalent of 850 slabs (~1.2 lane miles) Sidewalks Replaced 1500 deficient panels (375 lin. ft.) Replaced 49 ADA ramps Curb and Gutter Replaced 2,200 linear ft.

Accomplishments Crack Sealing Completed 35,700 ft of O’Fallon Streets (13 lane miles) Asphalt streets/patches Used 360 tons of asphalt Replaced 750 ft. of deficient asphalt patching Addressed 180 potholes in the City (98% of WOs) A-Joints / Street Creep Installed 98 A-joints Addressed 250 cases of street creep (90% of WOs)
2017 Street Dept. Accomplishments Roadway Striping / Sweeping Swept 2,052 lane miles of pavement (equivalent to 3 passes of the City) Striped 157 miles of markings (white/yellow) Striped 2200 different traffic markers (stop bars, arrows, islands, etc.) Signs Worked on 915 sign-related issues (Stop Signs, Street Name, No Parking, Speed Limit, Etc.) throughout the City (95% of WOs)
Future Funding
2017 Pavement Manual City Staff estimate that $5M per year is needed over the next five (5) years to achieve the strategic goals, with increases in funding in the following years Number of Concrete Sections below 75 - 507 (15%) Maximum number of Concrete Sections below 75 - 293 (8%) to meet 10% goal - $9.95M Estimated Cost to Repair Concrete Sections Number of Asphalt Sections below 75 - 336 (10%) Maximum number of Asphalt Sections below 75 - 48 (2%) to meet 10% goal Estimated Cost to Repair Asphalt Sections - $11.6M Estimated Total Replacement Costs - $21.55M (based on 10% below 75 PCI goal)
2017 Pavement Manual Current 2018 Budgets 2018 Concrete Program - $1,500,000.00 2018 Asphalt Program - $1,000,000.00 2018 Crackseal Program - $175,000.00 City Council, Administration and Staff will need to work to find additional sources of funding in the future if these goals are to be met.
