  2. HB 78 Chief Sponsor: Michael T. Morley  8 General Description: 9 This bill amends provisions related to municipal or county land use authority. 10 Highlighted Provisions: 11 This bill: 12 . defines terms; 13 . amends provisions related to certain fees a municipality or a county may charge; 14 . requires a municipality or a county to establish a fee appeal process; 15 . enacts provisions related to a provider of culinary or secondary water that commits 16 to provide a water service required by a public land use application; 17 . amends provisions related to a municipal or a county appeal authority; and 18 . makes technical corrections. Status – Received a favorable recommendation from the House Business and Labor Committee.

HB 197  Chief Sponsor: Johnny Anderson  This bill amends a municipal or county legislative body's power to prohibit or regulate a temporary advertisement sign.  This bill defines terms;  amends a municipal legislative body's power to prohibit or regulate a temporary advertisement sign;  amends a county legislative body's power to prohibit or regulate a temporary advertisement sign;  and makes technical corrections.  Status- Bill was tabled on 2/2 by the House Political Subdivisions Committee.

  4. HB 54  Chief Sponsor: Kraig Powell  This bill modifies provisions of the Open and Public Meetings Act that relate to electronic communications between members of public bodies. This bill:  Was substituted and now reads: Nothing in this chapter prohibits one or more members of a public body from transmitting to any number of members of the public body an electronic message, whether simultaneously or in sequence  Received a favorable recommendation from the House Public Utilities and Technology Committee.

  5. HB 254  Chief Sponsor: Richard A. Greenwood  This bill amends the Disaster Response and Recovery Act.  This bill provides an emergency declaration process within the state;  and provides that a declaration of a local emergency provides a legal basis to request and obtain disaster assistance from other cities and counties  Status – Still with the committee.

  6. SB 146  Chief Sponsor: Jerry Stevenson  Complete replacement of Title 11 Chapter 36 “Impact Fees Act”  Intended to clarify the existing act.  Even more difficult to charge impact fees to schools.  Lengthy – 69 pages.  Status- Just getting under way

  7. HB 267  Chief Sponsor: Melvin R. Brown  This bill requires that a public body adopt rules of order and procedure  This bill requires that a public body adopt rules of order and procedure;  and requires that a public body conducts each meeting in accordance with the adopted rules of order and procedure;  and requires the public body to make those rules and procedures available at each meeting.  Status- Just getting under way.

  8. Others  HB 100  Authorizes a county to regulate nuisance abatement; and file a lien against a property for county expenses incurred while abating a nuisance.  HB 268  Amends provisions related to a municipality's authority to regulate the inspection and abatement of property.  SB 23  State Highway System Modifications.  SB 126  Changes notice requirements for local districts to impose or raise a fee.  Limits counties ability to charge fees for emergency services.
