Homicide Section ­ Mandate The Homicide Section is tasked with the investigation of all homicides, in­ custody deaths, police shootings, and occurrences involving police use of force in preparation for fatality inquiry hearings. In addition, the section evaluates all sudden deaths, suspicious deaths and accidental deaths to ensure that no criminal act was the cause of death. The Homicide Section also assists other police agencies in homicide and death investigations. A subset of the Homicide Section is the Historical Homicide Unit which is responsible for the organization and investigation of all historical homicide files and historical missing persons files where foul play is suspected.   4. 2011 Homicide Breakdown January 1, 2011 – June 13, 2011 Out of the 25 Homicides: 21 – 2011 2 – Officer Involved Shootings (ASIRT) 2 – 2009 suspicious death and 2010 suspicious death, both deemed to be homicides in 2011.

Additional Statistical Information • To date, 12 (48%) of the homicides have been cleared by charge. • 19 different people have been charged with various offences in relation to those 12 files where charges have been laid. • Of the 25 homicides, 12 (48%) occurred in public areas while 11 (44%) were in private residences and 2 (8%) were in Correctional Centers.

Additional Statistical Information • Year to date, the majority of the victims are Caucasian 11 (44%), 6 (24%) Aboriginal, 4 (16%) Black, 3 (12%) Asians and 1 (4%) East Indian. • Of the 19 people who have been charged in files year to date their racial backgrounds are as follows: 11 (58%) of the accused were Caucasian, 5 (26%) were Aboriginal, 2 (11%) were Black and 1 was Asian (5%). • Year to date there have been 2 spousal homicides both of which have been cleared by charge.

Comparison and Summary • There were 8 reported homicides during the same date range in 2010 (Jan 1 – Jun 13, 2010). 1 of those 8 homicides was an Officer Involved shooting. • In summary, there is no clear discernable pattern at this time that can be exclusively correlated to the spike in the number of homicides year to date. Homicide Investigators continue to probe into the files with an expectation of improving the clearance rate gradually as investigations continue.

  13. 2011 Homicide Synopses The following is a summary of the homicides that have been recorded between January 1 and June 13, 2011 NO. 1 ACTIVE INVESTIGATION LOCATION: Biruk Papyrus Lounge – 11124­107 Ave VICTIM: JAMA, Mohamud (Male) (23) On January 01, 2011, EPS members responded to a gun complaint at the BIRUK PAPYRUS Lounge at 11124 – 107 Ave. Upon arrival, members found one deceased male in the lobby, and determined that two other persons had been transported to hospital for treatment of injuries. NO. 2 BEFORE THE COURTS LOCATION: Killarney Community Centre – 8720­130A Ave. VICTIM: ARLIA Niko, (Male) (17) On January 09, 2011 EPS members were called to a stabbing at a hall party at Killarney Community Centre, 8720­130A Ave. An incident took place in the Hall where three people were stabbed, with one male (ARLIA) dying near the scene. CHARGES LAID Charged with 2nd Degree Murder: Kevin MOFFETT (Male) (19)

NO. 3 ACTIVE INVESTIGATION LOCATION: Hermitage Park – 137 Ave/20 St VICTIM: NICKEL Daniel (Male) (26) On January 13, 2011 EPS members were called to the area of Hermitage Park by a reporter who had been walking his dog along the walking trails. The reporter noted blood on the trail, and then observed what appeared to be a body down an embankment by the river. EPS members determined the male to be deceased. At autopsy the manner of death was determined to be homicide.

NO. 4 BEFORE THE COURTS LOCATION: 11413­82 Street VICTIM: PIRIE Christopher (Male) (32) On January 28, 2011 EPS members were called to the residence at 11413­82 St., on a report of a Trouble Not Known. During the initial investigation members determined that a body had been buried at the rear of the noted location. Members located the victim buried in snow in the back alley to the east of the residence. At autopsy the manner of death was determined to be homicide. CHARGES LAID Charged with 2nd Degree Murder: Robert FONTAINE (Male) (54) David CARDINAL (Male) (34) Gary GLADUE (Male) (39)

NO. 5 OFFICER INVOLVED SHOOTING – ASIRT INVESTIGATION ONGOING LOCATION: Parking lot at Fireside Restaurant – 118 Ave/Wayne Gretzky Dr SUBJECT: GREEN Cyrus (Male) (17) On February 04, 2011 EPS were notified by Edmonton Transit Security of a disturbance at 7424­118 Ave. Three male suspects were armed with weapons, and had threatened four people and then fled the scene. Prior to police arrival, the 3 subjects stabbed a 23 year old male in the face. ETS officers detained one suspect, and the second suspect was located at the rear of the Diesel Lounge and was being held by two employees. The third suspect (Green), was running eastbound towards the Fireside Restaurant (7240­118 Ave) when he was intercepted by a police officer. Green was armed with a weapon and due to his actions, lethal force was used. Green subsequently died of his injuries. ASIRT is responsible for this investigation and will determine whether this officer involved shooting was justified.

NO. 6 BEFORE THE COURTS LOCATION: Buffalo Underground Night Club – 10220­103 St VICTIM: BAKER Colby (Male) (19) On February 06, 2011 EPS members responded to what appeared to be a minor assault ("trouble with man") complaint at the Buffalo Underground Night Club (10220­103 St). BAKER had been assaulted outside of the nightclub. Initial investigations revealed that BAKER had been punched in the face/head area and then fell to the ground. At initial response, BAKER did not want police involvement; however he was transported to RA Hospital by EMS because he was very intoxicated. Baker’s condition took a turn for the worse, and on February 07 he died. CHARGES LAID Charged with Manslaughter: Brent TODD (Male) (20) Travis MARTIN (Male) (22)

NO. 7 ACTIVE INVESTIGATION LOCATION: #28 11926­81 St VICTIM: CARDINAL Jeanette (Female) (40) On February 7, 2011 EPS members responded to a sudden death complaint at #28 11926­81 St on a report that a maintenance worker had located a body inside the suite. Investigators found Jeanette CARDINAL deceased. At autopsy the manner of death was determined to be homicide. NO. 8 2010 ACTIVE INVESTIGATION LOCATION: 4619­43 Avenue VICTIM: TAKHAR Jaswinder (Female) (45) On December 01, 2010, the body of the deceased, Jaswinder TAKHAR, was discovered in her home at 4619­43 Avenue. An autopsy was conducted on December 2nd, at which time her death was deemed to be suspicious, the cause of death was “undetermined” pending additional tests by the Medical Examiner. On February 08, 2011, the Medical Examiner released manner of death as a homicide.

  19. NO. 9 BEFORE THE COURTS LOCATION: 2349 Millbourne Rd W. VICTIM: ECHAVEZ Marietta (Female) (52) On February 16, 2011 EPS received a 911 call from a male stating someone had been stabbed at the location. EPS members responded and found Marietta ECHAVEZ deceased in the residence. CHARGES LAID, Charged with 2nd degree Murder: Ireno ODEY (Male) (59)

  20. NO. 10 BEFORE THE COURTS (2009) LOCATION: 10848­84 Ave VICTIM: ENG Garrick (Male) (7) On January 09, 2009 , the Edmonton Police Service ("EPS") received a call of a sudden death at 10848­84 Ave. Initial information indicated the deceased to be a disabled child (7 yrs.), with a caregiver. EPS officers responded to the scene, interviewed the persons present and assisted the Medical Examiner's investigator in what, at the outset, appeared to be a sudden and natural death. Because of the child's underlying medical conditions, the medical examiner requested the assistance of another medical specialist in performing the autopsy. The autopsy results remained outstanding until approximately April 27th, 2010. The investigation became active when new information was forwarded to the police. CHARGES LAID Charges with Manslaughter: Renee BOUDREAU (Female) (31).
