  1. Overview of the DRCongo’s Regulatory Boby Supervision of the Research Reactor « TRIGA Mark II » By Mr Petrus BOMPERE LEMO CNPRI (Comité National de Protection contre les Rayonnements Ionisants):The sole Regulatory Body of DR Congo Cairo, 28 September - 02 October 2014

  2. 1. National Legal Framework 2. RR Background information 3. Inspections of RR

  3. 1. National Legal Regulatory Framework  CNPRI, the DRCongo’s RB : Created by the law 017/2002  Empowered to regulate, license, inspect (control), and enforce law and regulations;  Under the high autority of the DRCongo President and under the supervision of the Minister in charge of Scientific Research.

  4. 1. National Legal Regulatory Framework Nuclear act (Law 017/2002) describes the:  General Regulatory and safety provisions,  Category of nuclear materials,  Physical protection of nuclear materials and facilities conditions,  Prepardeness and emergency planning,  Enforcement.

  5. 1. National Legal Regulatory Framework  Decree No 05/022 (2005) : General Nuclear Regulations  Detailed General Regulatory Provisions;  Exemption and Exclusion from regulatory supervision;  Categories of Practices and Facilities;  Nuclear Security Requirements;  Occupational, medical and public exposures;  Licensing requirements;  Inspections; and  Waste management.

  11. 2. RR Background Information (Cont’d) Reactor characteristics (cont’d) Cooling systems: Primary water system: demineralized water in a forced close circuit circulating in SS pipes (max. flow rate: 80 m 3 /h) Secondary water circuit: 2 pumps (max flow rate: 140 m 3 /h), 4 cooling towers, and reserve water tank: capacity 11 m 3 .

  12. 2. RR Background Information (Cont’d) Reactor characteristics (cont’d) Control console and reactor instrumentation: 5 control channels One Start-up channel with BF3 detector (OK) One Log and Linear power channel, fission chamber detector (defected) One 15 range GA Multirange Picoammeter (Linear channel 1), compensated ion chamber (OK). One 16 decades H & B Linear channel 2, uncompensated ion chamber (OK) One pulse channel, uncompensated ion chamber (defected)

  13. 2. RR Background Information (Cont’d) CURRENT STATUS OF THE REACTOR: EXTENDED SHUTDOWN (since 2004) REASONS : Originally, failure at Period module of Startup and Log Power Channel: reactor scram. INSARR mission of October 2004: Findings of additional technical and management problems to be solved before re- start the reactor.

  14. 3. Inspections of RR Inspection of RR  Previous inspections of the Triga Mark II RR have been carried out by the IAEA experts; the most important was the INSARR mission in 2004 which identified a lot of issues that led to the shutdown of the RR.  The CNPRI conducts inspection missions whose objective is to follow up the INSARR findings and recommendations.

  15. 3. Inspections of RR Inspection of RR (cont’d)  The RB mission has reviewed documents related to Radiation Protection, nuclear safety, daily staff assigned to the reactor, guides of good practices, radioactivity monitoring of the RR;  Documents reviewed: INSARR mission Report, PIL ( Physical Inventory Listing) and MBR (Material balance Report) missions Report, RASCA Mission Report, RR periodic test Reports, Log Book, etc…
